Groesbeck Corner Parkette

The Groesbeck Corner Parkette is a public space in the heart of downtown. Locals and visitors alike are welcome to enjoy lunch, snap a photo in front the flowers or host an event. During town parades, it becomes equal part announcer’s booth and crowd seating. Useful year-round, you may find an interesting new food truck  in the spring or gifts beneath the Christmas tree in the winter. The Corner Parkette is a community space left open to filled by the spirit of Groesbeck.

The Parkette space is available for events, short-term mobile food truck leases, community benefits and showcases.

The Story of the Groesbeck Corner Parkette

Project goals:

  • Turn an eyesore and liability into an opportunity
  • Help beautify downtown with an element of placemaking
  • Provide a flexible, community space
  • Add a sense of place to the town center
  • Maintain low long-term maintenance costs
  • Don’t add to or compete with the existing vacant real estate
  • Provide an eye-catching backdrop for events, patrons & passersby.

Considerations: Groesbeck families have been making memories at this location for decades. We wanted to continue and improve that tradition.

Groesbeck loves its parades! Providing an area for announcers, showcases and citizen seating just made sense. 

Constraints: We needed a concept that could be developed in stages – over multiple budget years to handle the cost.

GEDC Acquired 302 W Navasota

A local bank acquired the central real estate property in a foreclosure and was looking to liquidate. EDC ownership would mean it’d be used for business or community improvement. The Board decided then to invest based on location opportunity.

On the Market

Contractor Champ Co. and a local freelance handy man were hired to remove the major and minor debris from the building to prepare it for inspection. Now we could finally see what we had…or didn’t have.

"There is no value"

Needing to have a better understanding of what we had on hand, we called in a professional inspector. The results were far from good.

In the old 20th century construction, cement mortars didn’t exist. It was now deteriorating. If the walls stood a chance, the entire exterior coating would need to be removed, 1 inch of mortar replaced, then re-sealed.

Because of the time period and materials, there was  asbestos used that was now deemed unsafe.

Multiple professionals confessed that design of the roof would be any roofer’s nightmare even if it were in good condition.

Leaks that had gone un-repaired for years prior in this structure. “That roof is what we call a widow-maker” the inspector said.

Finally the most biting words of the report, “The current condition of the building leads me to believe there is no value.”

In short, it needed to come down.

The Unintended "Skylight"

After a harsh spring of wet rains alternating with blistering Texas sun, it happened. Half of the structure roof collapsed and caved in. Thankfully, there was nothing and no one there to take with it. The neighboring buildings were fine.

Asbestos Found and Removed

The inspector advised that there was likely asbestos present.  We hired ARC Abatement for the asbestos specific inspection and removal.

Began Negotiations for Neighbor Property

The building shared a wall with 111 Ellis St. Unfortunately, it was in no better shape. To rehabilitate it would need a structural overhaul. Then, in order to conform to ADA compliance, doors needed widened and a restroom added. 

In order for GEDC to do something truly useful, it only made sense to have the entire space.

After 6 months of back and forth, counter and stalemate and counter, GEDC had the deed.

The Demolition

General Contractor Champ Co worked with Moore Excavation to perform an impressive, if not surgical demolition of the old, brittle buildings without any neighboring damage.

The Make Ready

Chuck Radney Co signed on to as General Contractor to oversee every aspect of the site prep. Awning and pavilion design, fabrication, installation and concrete.

Power to the Parkette

In a matter of days, local the master electrician, KB Electric had the wall awnings, pavilion and 50-amp mobile unit hook-up wired and ready to go. No photos, but it did happen. (You’ve got to be fast, an early bird or both to catch these guys in action. They don’t mess around.)

Mural Artist Brightens the Scene

Public art was still new here. We didn’t know exactly what we wanted.  Thankfully, we found Texas Mural artist Tyler Kay. We relied a lot on not just her creative chops but marketing and economic smarts she brought to the table.  After a series of in-person consolations, Tyler spent 2 weeks painting the 10-ft tall wild flowers that Groesbeck didn’t know it needed.

December 2019, GEDC took on its second mobile unit trial run at the parkette.  Austin implant turned small town mom took her  penchant for soups, salads, stir-frys and from-scratch-baked goods to the people.
